Short answer
It depends on the destination country: each mission appoints its own operator — VFS Global, BLS International, TLScontact or a consular section — and publishes the list of centres that serve India. Smaller cities are served by the nearest metro centre.
Why the rule works this way
Operators are contracted per mission, so the same city can host three different centres for three destinations. Always start from the destination's official page rather than a general VFS list.
For Netherlands, appointments in India run through VFS Global under Embassy of the Kingdom of the Netherlands, with indicative processing of 15 days short-stay. The rule above applies at every Indian centre serving this mission.
