Mongolia visa fees for Indians: official charges explained

The headline number — USD 50 – USD 90, set by Mongolian Immigration Agency — is only the first of several charges. Every applicant also pays a service charge to Embassy of Mongolia in New Delhi for accepting the file and capturing biometrics, and most add a courier charge to have the passport returned rather than collecting it. The consular fee is charged per applicant, including children in most categories, and it buys an assessment rather than a visa. It is not refunded on refusal and not refunded if you withdraw after submission. That single rule is behind most of the disappointment we see: applicants treat the fee as a deposit against an outcome, when it is payment for the mission's time.

Exchange-rate movement matters in India. Several missions publish the fee in their own currency and convert to rupees at a rate reset periodically, so the amount payable can change between the day you research and the day you pay. Paying an outdated amount is one of the most common reasons an appointment calendar refuses to open for a file.

Keep every receipt. The fee receipt is what links the payment to your application and, at several missions, is what unlocks the appointment calendar in the first place. It is also the only evidence that will support a refund enquiry in the narrow cases where refunds exist — a duplicate payment, or a payment made against a category the mission later confirms was unavailable.

Missions publish limited exemptions, and they are worth checking before you pay. Common categories include young children, holders of certain official or diplomatic passports, family members of nationals exercising treaty rights, participants in specified exchange or research programmes, and applicants covered by a visa-facilitation agreement. Biometric capture has separate age-based exemptions from the fee itself, so an exempt applicant may still need to attend in person.

Exemptions are never applied automatically. They must be claimed at the point of payment with the supporting document attached, and a claim made after payment almost never results in a refund. Check the current exemption list on https://consul.mn/ before the appointment is booked.

The visa fee is non-refundable once the application is submitted, whatever the outcome. The realistic refund scenarios are narrow: a payment that debited your account but never registered against a file, a genuine duplicate charge, or a category the mission withdrew before submission. In each case you raise the claim through the payment channel used, quoting the transaction reference, and you keep the bank statement line as evidence.

Failed payments are more common than refunds. A card declined by an Indian issuer on an international gateway, an expired session, or a two-factor timeout can all leave the fee debited and the file unpaid for up to five working days while the amount auto-reverses. Do not pay again immediately — a second payment usually creates a duplicate rather than solving anything.

Beyond the official charges, plan for the surrounding costs an application actually incurs: photographs to the mission's specification, photocopies and any notarisation, travel to the centre if your state falls under a consulate in another city, travel insurance where the category requires it, and any medical or police documentation the checklist demands. For out-of-station applicants the travel and accommodation around a single appointment often exceeds the visa fee itself.
