Why the rule works this way
Entry is granted per time band, so arriving an hour early simply means waiting outside. Arriving late, on the other hand, usually voids the slot.
In Delhi, Vietnam applications are handled through eVisa portal around Shivaji Stadium / Vasant Kunj / Nehru Place. Delhi is the largest concentration of embassies, consulates and visa application centres in India, so the counter applies this rule strictly. The rule above is set by Vietnam Immigration Department and does not change between Indian cities — only the queue length and centre address do.
